Sharingon has a point, being on a combat specilist squad, and using a flower will get you mocked for life. But if Hisagi is as good with Shunpo as he seems (in the game and one of the endings of the anime) he may not have to release it but at the same time, he has shown it in the DiamondDust Rebellion but with it being a movie it may not be 100% canon but close. Either way, you both got something I agree on.
