The sound comes from either a PWM (pulse-width modulation) driven DC motor or a stepper motor.DC and Stepper motors make those sounds due to the frequency of the pulses used to drive them.If there are electric cars or busses in your city try listening to them pull out from a stop. They make such a whine-ish sound due to the drive circuits :-p

its not fake, google for it. every HP scanner newer than 4 years can do it via a special driver command.
