Carl did 9.80 in his quarter-final with a +4m/s wind. Championship Record or Bests can be established under any conditions, but the limit for wind-speed in WR sprints is +2

Great video. What's most impressive is that it's one of the worst starts I'd ever seen from Carl Lewis, and although he would usually run down the field, to run down a world record off of that start is unbelievable (let alone at 31).
