Why should Czechoslovakia be exempt? They, too had to answer to Moscow just like the rest of the block, so they too would have had to take whatever they had and split it amongst themselves and other countries that didn't have any coal deposits. I can't say for absolute certain that this was the case in Czechoslovakia, but it certainly stands to reason.

Well, I know that over the course of Communism in the east, Poland gave enough coal to Germany that, had they sold the coal instead, they would have had enough money for EVERYONE in the country to have not worked for an entire year. During this time, there were fuel shortages (not just coal) all over the Eastern Block including Poland (that's right, they didn't ave enough for themselves and were still giving huge quantities away.)
